More than two years prior to the establishment of the International Bahá’í Council, Shoghi Effendi had addressed a letter to the United Nations Special Palestine Committee in July 1947 and, in discussing the Bahá’í Administrative Order, he had referred to his plans to establish this International Council in stating that: “the foundations are now being laid by the national and local councils” and are “paving the way for the constitution of the World Council, to be designated as the Universal House of Justice, which, in conjunction with me, as its appointed Head and the authorized interpreter of the Bahá’í teachings, must coordinate and direct the affairs of the Bahá’í community . . .”

‘Abdu’l-Bahá has clearly pointed out that “the embryo possesses from the first all perfections . . . in one word, all the powers–but they are not visible, and become so only by degrees.” (p. 313, BWF) Therefore, it should be crystal clear and undeniable that these two embryonic institutions and “supreme organs” of the Bahá’í Administrative Order, that had, “at long last,” been erected by Shoghi Effendi, during the closing years of his ministry, were not provisional, transitory or incomplete institutions that would later be replaced, but were unquestionably completely whole, and perfect institutions “from the first” that he had established in faithful compliance with the terms of the sacred and immutable provisions of the Will and Testament of ‘Abdu’l-Bahá. Only the functions of these two “supreme organs” would be progressively and appropriately expanded during the course of their future development. As an example, Shoghi Effendi, in his message of 25 April 1951, stated that the International Bahá’í Council would become, in its second stage of development, an International Bahá’í Court, a stage that he emphasized would be an “essential prelude to the institution of the Universal House of Justice.” This International Court would then exercise jurisdiction over “six national Bahá’í Courts in the chief cities of the Islamic East,” (Tihrán, Cairo, Baghdád, New Delhi, Karachi, Kabul) whose establishment, as stated in his message of 8 October 1952, would be one of the goals of the “decade-long, world-embracing Spiritual Crusade” that would commence at Ridván 1953.

Did Shoghi Effendi foresee his early passing?

UNEQUIVOCALLY AND UNDENIABLY YES!

The question as to whether Shoghi Effendi had foreseen his early passing is asked by those Bahá'ís who, in their lack of faith in the indestructibility of the Covenant of Bahá'u'lláh and the immutability of the Will and Testament of `Abdu'l-Bahá, have inexcusably never taken the time or made the effort to search for an affirmative answer, which, otherwise, they would have been certain they would find, if they were to undertake a thorough review of the actions taken by Shoghi Effendi and particularly of the historic messages he had dispatched to the Bahá'í World during the latter years of his ministry. Had they retained an unwavering faith in the Covenant and complete assurance that Shoghi Effendi would have remained faithful to every clause of the Will and Testament of `Abdu'l-Bahá, their earnest search would have been rewarded and they would have not only unquestionably and conclusively found a clear and undeniable answer to this question but in the process have discovered even more importantly the identity of his successor and realized that he had chosen to obscure his identity at the time for the very reason that he had known that his passing was imminent and that it was essential that this frightful prospect be veiled from the believers (and so well, as it tragically turned out, that, upon his passing, the Bahá'í World, not only failed to recognize his successor but came to incredibly believe that the Guardianship of the Cause of God had come to a premature end).

On the other hand, their research need have gone no further than to read Shoghi Effendi's message, dated 23 November 1951, issued some eleven months following the issuance of his one and only Proclamation of 9 January of the same year in which he had proclaimed in glowing and unprecedented terms his "historic decision marking the most significant milestone in the evolution of the Administrative Order" in constituting "at long last" the International Bahá'í Council -- "this first embryonic International Institution" --  (an initial and provisional designation in his projected four-fold stage of evolution of this embryonic Universal House of Justice). 

He had then subsequently and significantly identified, in his message of 2 March 1951, the identity of the permanent President thereof, the eminently distinguished believer, Mason Remey, whose exemplary devotion to the Covenant, and outstanding and unique record of manifold and unsurpassed services to the Cause of God for more than half a century had been repeatedly eulogized by `Abdu'l-Bahá during His ministry (as recorded and published at the time in The Star of the West).

All Bahá'ís are certainly still familiar with the fact that Shoghi Effendi had initiated a Ten Year Global Crusade that took place between Ridvan 1953 and Ridvan 1963 in implementation of the Tablets of the Divine Plan of 'Abdu'l-Baha that involved establishment of the Faith throughout all virgin areas of the world and in which he had assigned specific goals for each of the existing National Spiritual Assemblies to achieve. Whereas the opening years of this Crusade would be carried out under the direction of Shoghi Effendi, himself, his message of 23 November 1951, cited above, significantly stated that this "Master Plan designed by 'Abdu'l-Baha will embrace all the continents of the earth, and will bring the Central body [i.e. the International Bahá'í Council] directing these widely ramified operations into direct contact with all the National Assemblies of the Bahá'í world . . . " now, for the first time, an  active role for this supreme body that had been previously retained, of necessity, in an inactively functioning status during the concluding years of Shoghi Effendi's ministry, for the President of the Universal House of Justice, under the provisions of the Will and Testament of `Abdu'l-Bahá, even in its initial embryonic form, could be none other than the second Guardian-to-be (for as `Abdu'l-Bahá has affirmed: "the embryo possesses from the first all perfections . . . in one word, all the powers . . . " (BWF p.313).   With the International Bahá'í Council now performing this projected active role, Mason Remey would, as the President--"the sacred head"-- of this embryonic Universal House of Justice appointed by Shoghi Effendi, automatically, unquestionably and rightfully inherit the Guardianship.  Shoghi Effendi, therefore had clearly prophesied that his passing would take place during the period of the Ten Year Global Crusade which, in fact, it did at midpoint, on 4 November 1957.

The further fact that in Shoghi Effendi's appointment of a believer who was almost a quarter of a century older than himself, and notwithstanding was destined to become his successor is further definite evidence that he knew that his passing was near at hand.

...it became necessary for the headless Heterodox UHJ to infringe on the "sacred and prescribed" domain of the Guardianship of the Bahá'í Faith by developing  a substitute and parallel institution, their Board of Continental Counsellors, whose members a living Guardian of the Bahá'í Faith DID NOT "appoint" as instructed infallibly by the Master, and whose members  ARE NOT "submissive" to a living Guardian as instructed by the Master, and whose members a living Guardian of the Bahá'í Faith DOES NOT "continually urge", as infallibly instructed by the Master in His sacred and immutable Will and Testament.

a prime example of the wicked intentions of the authors

The following insidious expression found on page 54 of The Ruhi manuscript, The Covenant, Unit 2, is a prime example of the wicked intentions of the authors of the Ruhi manuscript, mentioned above:

“The Will and Testament of  `Abdu'l-Bahá establishes the institution of the Guardianship.  It explicitly names Shoghi Effendi as the Guardian, allows for the possibility of other Guardians succeeding him,…”

Would it be any more deceitful for someone to write:

‘Constitutional Law in the United States of America allows for the possibility of democratic elections of Presidents.’?

I doubt that anyone has ever written a more deceptive and inappropriate statement since the founding of the American nation, not even any elementary school student writing an assignment. Constitutional Law in the United States REQUIRES democratic elections of Presidents.

Similarly, all of the sacred instructions and institutions delineated by `Abdu'l-Bahá in His Will and Testament, and also all of the official statements written by the first Guardian of the Bahá'í Faith, Shoghi Effendi, use imperatives concerning the Guardianship and future Guardians of the Bahá'í Faith, and include prefatory commands such as these:  “It is incumbent,” and  “must”, to the extent that there is no excuse for any woman or man claiming to be Bahá'í to endorse or support the following ridiculous and utterly false statement by the Ruhi manuscript authors that ‘Abdu’l-Baha’s Will  allows only for the POSSIBILITY of future Guardians after Shoghi Effendi:“The Will and Testament of  `Abdu'l-Bahá…allows for the possibility of other Guardians succeeding him.…”

“The Charter of the New World Order” is obsolete/invalid?

The second paragraph on page 72 betrays their evil designs:

“You know, of course, what came to pass historically.  The Bahá'í world had the bounty of being guided by Shoghi Effendi—that wondrous, unique and priceless pearl—as the guardian of the Cause  from 1921 to 1957, during which time the Universal House of Justice did not exist. [A patently untrue statement, for it did exist, from the moment Shoghi Effendi established that sacred Institution in its embryonic form as the “International Bahá'í Council,” in his only Proclamation, issued in his cablegram, of January 9th, 1951 and in which he significantly referred to it as “this first embryonic International Institution.”] Five and a half years after his passing, on 21 April 1963, that promised institution came into being.  Shoghi Effendi had been unable to name a successor who would fulfill the conditions set so explicitly by `Abdu'l-Bahá in the Will and Testament. Whether or not there were means to appoint another Guardian, and how the Universal House of Justice would organize its work in the absence of a living Guardian, were questions that could only be addressed by the House of Justice itself, since all obscure matters, not explicit in the sacred Text were left for it to decide. And, indeed, soon after its election, the House of Justice advised the Bahá'í world that it found no way “to appoint or to legislate to make it possible to appoint a second Guardian to succeed Shoghi Effendi.”

Thus it is clear that the authors of The Covenant, Unit 2 are, in effect, saying that PART ONE  of the Master’s sacred and immutable Will and Testament, “The Child of the Covenant”, “The Charter of the New world Order” is obsolete/invalid. Yes, they are teaching that their headless UHJ will function alone in the New World, devoid of the
sacred Institutions of the Bahá'í Faith delineated by `Abdu'l-Bahá in His Will, namely the Guardianship and the Hands of the Cause of God.

the OTHER realm of Divine guidance

The insidious manner by which the authors of the manuscript, The Covenant, Unit 2, have perpetrated the occulting of the above stated truth is evident by the manner by which they routinely in their manuscript quote the very passages from Bahá'í Holy Writings which clearly separate the two distinct realms of Divine guidance, while at the very same time presenting again and again and again the Universal House of Justice as the only “continuous source of guidance” for humanity without ever once mentioning the vital, absolute necessity of infallible interpretation of Bahá'í Holy Writ and Holy Text, the OTHER realm of Divine guidance, by which Divine guidance the sacred Laws of the Lord of this Age will become accurately applied by the Administration of the New World Order.

the Guardianship is the spiritual heart of the Faith

The truth of the matter is that the Guardianship is the spiritual heart of the Faith and without it the Faith cannot be. With all the talk about their Administration, the sans-Guardian organization cannot be the channel through which the Holy Spirit appears because the channel for this is the Guardianship itself, an Institution that exists in that organization only as an historical artifact. To believe otherwise is to disregard the teachings of the Center of the Covenant. The living faith is the Orthodox Bahá'í­ Faith, with the Holy Spirit's divine guidance flowing directly through the Guardianship, a divine office presently occupied by Joel B. Marangella, to that small band of faithful believers around the world still loyal to the Guardian.

AN ILLEGITMATE NONDESCRIPT ADMINISTRATIVE BODY PRETENDING TO BE THE UNIVERSAL HOUSE OF JUSTICE OF THE BAHÁ'Í FAITH

And nothing more than a headless caricature of the divinely-conceived and immortal institution bequeathed to us by the "Center of the Covenant."

Certainly this body is not the Universal House of Justice delineated in the divinely-conceived, sacred and immutable provisions of the Will and Testament of 'Abdu'l-Bahá, with "the Guardian of the Cause of God" presiding "as its sacred head and the distinguished member for life" and which, under its explicit terms, as the highest administrative Institution of the Faith, "enacteth all ordinances and regulations that are not to be found in the explicit Holy Text."

Certainly, in the permanent absence of the Guardian of the Cause of God, this body lacks the discretionary authority that he alone is granted, under the terms of the Will and Testament of 'Abdu'l-Bahá, to expel "any of the members" of the Universal House of Justice who may "commit a sin injurious to the common weal."

Certainly this is not the body in which the Guardian of the Faith, as its "sacred head" exercises the following essential and unique functions, as outlined by Shoghi Effendi in The Dispensation of Bahá'u'lláh and in God Passes By:

    * "The necessary guidance to define the sphere of the legislative action of its elected representatives."

    * "The right "to insist upon a reconsideration by them of any enactment he conscientiously believes to conflict with the meaning and to depart from the spirit of Bahá'u'lláh's revealed utterances."

    *""The right of exclusive interpretation of Bahá'í Holy Writ."

Shoghi Effendi:

"In the neighbourhood of these two stately edifices, and two mighty Institutions (ie. the Archives Building and the edifice for the House of Justice), another edifice will gradually be erected which will be the seat of the Guardianship, the centre which will interpret, expound and prepare commentaries on explicitly revealed laws, and will reinforce and supplement the legislative body."

When Shoghi Effendi, the first Bahá'í Guardian, wrote those words in 1954, less than three years before his death, would any Bahá'í believer have even thought of saying that Shoghi Effendi was wrong, in error, that 'there is no need for the Guardianship to "reinforce and supplement the legislative body" ', and 'there is no need for the Guardianship to "interpret, expound and prepare commentaries on explicitly revealed laws" ', and that 'we can effectively and successfully bring God's Kingdom to Earth ourselves without anyone to interpret the Most Holy Book of Laws or the Master's Charter of the New world Order.'

As Shoghi Effendi has declared that the bedrock on which the Bahá'í Administrative Order is founded is "God's immutable Purpose," how much longer do the current leaders of the sans-Guardian, corrupted, man-made and flawed administrative system which they have substituted for the divinely-conceived Order bequeathed to us by 'Abdu'l-Bahá believe that they can prevail against and continue to defy God's immutable Purpose for this day. And how much longer will the mighty hand of God's retribution be stayed because of their continuing diabolical defilement of the Administrative Order of our Faith?

Indeed, how spiritually blind they remain in their persistent failure to realize, that they have ignominiously betrayed Shoghi Effendi, and have shamelessly repudiated the Will and Testament of 'Abdu'l-Bahá. While these leaders, in their glaring perversity, falsely accuse those faithful Bahá'ís who believe that every phrase of the Will and Testament is sacrosanct and immutable, of being Covenant-breakers, it is they, who have nefariously consigned the Guardianship of the Cause of God to oblivion, that are obviously the real Covenant-breakers and transparently guilty of the most flagrant and appalling violation of the Covenant of Bahá'u'lláh in the history of our precious Faith.
